Our program provides reentry services to people on parole and other eligible populations returning to the community. At the core of all these programs is our expertise in performing a comprehensive needs assessment and linking clients with resources in their local area.

Often held to stringent budget parameters, our team is skilled in matching participants with the most cost-effective services available. Issues such as temporary homelessness, medical /mental challenges and fundamental needs such as access to food or transportation are a part of our comprehensive solution and resulting social support service..

Our leadership Team

Shawn Burch

Director of Reintegration Services

Shawn has assembled a robust network of community partnerships and oversees contracting and contractual compliance with affiliate organizations. She ensures that the contractual requirements of governmental and private sector agreements are upheld. She leads the direction of HMSA’s reintegration services and oversees a multifaceted team of Healthcare Navigators, Workforce Development professionals and Residential Housing coordinators that creates a full-spectrum continuum of reintegration services. Shawn has won the respect and admiration of her staff as she has inspired and elicited industry-best contributions from each team member.

Shawn came to HMSA in 2019 with over 10 years of workforce development experience. Shawn also has developed a solid managerial track record in having worked for Blue Cross Blue Shield as a divisional manager representing 300 employees. Shawn holds a master’s degree in Human Resource Administration from Central Michigan University.

Natalie Ellington

Manager of Reintegration Services

Natalie served as Social Support Specialist and Job Development Coordinator with HMSA before being promoted to Manager within the OS Reentry program. Prior to joining HMSA, Natalie has benefited the company with several years of experience in working for a division of Detroit Employment Solutions Corporation (DESC) providing workforce development. Along with overseeing certain daily operations, Natalie’s responsibilities include managing program databases, reporting and analytics. Working with a leadership team, Natalie measures contractual delivery against key performance indicators. She routinely meets with community partner agencies and performs monthly audits to uphold quality standards. Natalie supports a team of job development professionals and a network of employers that is tightly managed under her direction. Natalie holds a Masters Degree in Science/Management from Walsh College and a Bachelor’s in Business Administration.


Bruce Russett

Housing Coordinator

Following a successful role in workforce development dating back to 2012, Bruce joined HMSA in 2018 and was promoted to the position of Housing Coordinator a few years later. Bruce is charged with the development and monitoring of an extensive housing network across our entire catchment area. Working closely with Agents, Supervisors and Management staff, Bruce is responsible for every aspect of achieving residential security for our reentry participants. By performing regular inspections and audits, Bruce is able to identify emerging concerns and ensure conformity to quality standards. Bruce has swiftly responded to special need populations and has developed a secondary isolation strategy during the pandemic. Bruce is conversant on every housing consideration unique to a reentry population, including PREA requirements, Narcan Kits, and state incident reporting requirements. Bruce has been an important contributor on issues involving temporary housing and the pathway to long term section 8 and unsubsidized permanent housing. Bruce holds a Batchelor’s Degree from Oakland University.

Dennis Rice

CEO /Corporate Oversight

Dennis provides strategic leadership across all public/private sector programs and departments. He leverages the talents of a diverse team to collectively meet the varied needs of our returning citizen population. Dennis has led the reintegration team into diversified service areas and cutting edge program innovations. Drawing on the firm’s behavioral health foundation, he is leading the team to deliver total consumer wellbeing and an integrated suite of health services for the justice involved population. Under his leadership, the company has assembled a multidisciplinary team of professional counselors, certified life coaches and reentry professionals. Dennis has developed a 101 Brightest and Best places to work and received the SHRM Sloan Award, and a Diversity Award for progressive employment practices. Dennis represents one of the company’s founding members and has held the position of President for over twelve years. He holds a degree in Business and Finance from Walsh College.

Our Whole-Person Approach

Transitioning to the community after incarceration presents challenges for justice involved individuals including the need to secure immediate housing, employment needs and health and mental health care. Acting as Behavioral Change Agents, our multifaceted team of Housing Specialists, Job Development Coaches, Healthcare Navigators and Mental Health Professionals combine forces to address the individual needs of each participant.

Through collaboration with a variety of local community partners, specialty care networks, (including housing facilities) we consistently meet the varying needs of our justice involved clients. Our program provides an opportunity for individual growth and development, promoting a positive reentry experience and long-term sustainability.
